As most of you are keenly aware, the State of North Carolina is now feeling the negative effects of many converging economic forces. Here at the mid-point of the 2008-2009 fiscal year, we can see that the first half has begun under very adverse conditions and that those conditions will likely not improve and could worsen throughout the second half.
